Federal Trade Commission; over regulation, who does it help?

Why is the Federal Trade Commission harassing the Franchising Industry? Their new rulemaking ploy to gain notoriety and status is obviously another agency attempt to spotlight themselves in the media to look like they are doing something. This helps the FTC with keeping their large budget going and the tactics of PR and puffery are well known to those industries that are regulated by the FTC. The latest franchise rulemaking going on now is just more over regulation and minutia piled on top of the bureaucracy.
This is of course a disaster for the battle scared war veterans of the last two decades in franchising.
The Federal Trade Commission ought set themselves up to handle the change in the political climate of the next four years and be ready to downsize and focus their efforts where they are needed. Important things such as; Identity theft, SPAM, Special Interest Groups prostituting free markets as warned by Adam Smith and Nigerian computer phising. And may I point out before we over burden our own American Businesses with increased regulation that South Korea is now the largest country of origin of SPAM and yet they have instituted a Franchise Law there? Likewise China, Brazil, Hong Kong the numbers 4,5,6 for SPAM, these countries have increased franchise laws for American Companies here yet we appease them as we receive all their SPAM? We sure are an interesting country as we over regulate our own, yet allow questionable trade practices from all over the world to SPAM our shores like the recent slam of the Florida Coast Line from the Hurricanes.
